Evo Fails to Appear for Testimony, and Prosecutors Prepare Arrest Warrant for Alleged Statutory Rape Case

The team of prosecutors is preparing an arrest warrant against former President Evo Morales for failing to appear on Thursday to provide his statement regarding the charges of aggravated statutory rape and human trafficking pending against him, stated Tarija’s departmental prosecutor, Sandra Gutiérrez.

Arrest warrants will also be issued for Emeterio Vargas Mamani and Idelsa Pozo Saavedra, the parents of the minor with whom Morales had a relationship, and from whom, according to the prosecution's complaint, a child was born, now 8 years old.

“What follows is precisely that: issuing the arrest warrant, as they have been duly notified, without any violation of their rights,” Gutiérrez said.

The parents of the minor were summoned for 3:30 p.m. on Thursday, while Morales was scheduled for 4:00 p.m. Morales’ lawyer, Jorge Pérez, attended on his behalf, submitting a legal document justifying his client’s absence and claiming a violation of due process.

Additionally, Pérez argued that the trial should take place in Cochabamba and not in Tarija, as a judge from Santa Cruz had ruled.

Morales is under investigation for a relationship he had with a 15-year-old girl between 2014 and 2016. According to the Prosecutor's Office, the victim and her parents reside in Tarija.

Gutiérrez assured that due process is being followed in this case, which has been declared confidential, and that the arrest warrant for the accused will proceed due to their failure to appear for testimony.

“We are working on it. I reiterate, there are three people under investigation, so the same legal action will apply to all three, as none have justified their absence. None have shown up,” she insisted, noting that the justification submitted by Pérez did not carry Morales’ signature, which is required in criminal cases of this nature.

Earlier, pro-Morales Senator Leonardo Loza threatened to begin road blockades if an arrest warrant is issued or if Morales is detained.

"Those announcing protests are being irresponsible for covering up a criminal," responded Community Citizen (CC) Congresswoman Gabriela Ferrer in response to Loza's threat.
